Chief of Police David Ashburn

Chief David L. Ashburn has been with the Angleton Police Department since April of 1998 as the Chief of Police. He has 25 plus years of Law Enforcement experience and started his career with the City of Corsicana as an officer, patrol sergeant and then as Assistant Chief of Police for a total of 12 1/2 years. He moved to Navasota to become Chief of Police for almost 2 1/2 years before moving to Angleton to take the Chief's job. Chief Ashburn holds an Associated Degree in Business and a Bachelors Degree in Criminal Justice. Chief Ashburn is a 1994 Graduate of the FBI National Academy Session 177, and is a 2004 graduate of the Law Enforcement Management Institute of Texas, Leadership Command College at Sam Houston State University , Huntsville , Texas . Chief Ashburn and his wife Nancy are proud parents of 3 sons, 2 daughter in laws & 2 grand children.

Assistant Chief of Police

Assistant Chief Katherine Davis joined The Angleton Police Department after leaving the Brazoria County Sheriffs Department in March 4, 1986. Katherine was the first female officer in Angleton. She worked as a patrol officer and later transferred to Special Investigative Unit with undercover narcotics assigned to Brazoria County. June 24, 1993 Katherine was promoted to Patrol Sergeant. In 1995 she transferred to the Criminal Investigations Division at APD as a Sergeant. Detective Sergeant Katherine Davis then was promoted to Captain January 26, 2004. In September, 2006 a decision was made to change the Captains position to the Assistant Chief of Police position. Katherine is a graduate of 204th session of the FBI National Academy and a graduate of the 52nd class of the Law Enforcement Management Institute of Texas.

Patrol Division

The Patrol Division is under the command of Lieutenant Chris Dahlstrom. The Patrol Division consists of field operations, traffic units, and warrant officers. The everyday field operation is supervised by a Patrol Sergeant, Patrol Corporal and three Patrol Officers. The Sergeant is responsible for the shift. If the Sergeant is not available or off-duty, the Patrol Corporal fills in.

The Patrol division also has two officers specifically assigned to investigate vehicle accidents and help enhance the enforcement of traffic laws. One Officer is assigned to a motorcycle unit and the other to a marked unit.

The Warrant Officers serve criminal warrants issued by the Municipal Court and serve as bailiff's in the court. These Officers also handle any extradition when necessary.

Angleton Police Department also has a Special Unit that concentrates on interdiction, narcotics, special operations, and training. This Unit also includes the police department K9 unit, Bobby.

Investigation Division

Criminal Investigations (C.I.D.) is under the command of Sergeant Kirk Coleman. Sergeant Coleman works and oversees the division which consists of four Detective Corporals and a C.I.D. clerk. C.I.D. primarily works misdemeanor and felony crimes and missing or endangered person(s) cases.C.I.D. is a specialized unit within the Angleton Police Department that deals with all aspects of these crimes and criminal intelligence. C.I.D. receives its reports from the Patrol Division on a daily basis. All reports are reviewed and assigned to one of the Detectives within the division. On average the Detectives work 18 to 25 cases per month.

Once a Detective has been assigned a case, he or she will contact the victim and follow up on all possible information that may lead to an arrest or the recovery of property. Once the Detective has investigated the case and has sufficient probable cause, he / she will obtain a warrant from a Justice of the Peace. Sometimes this process takes several days and maybe even longer depending on the leads and complexity of the cases assigned to the Detectives.

Communication Division

The Communications Division consist of nine dispatch personnel and is Supervised by Sgt.Quenton Rush. There are two dispatch personnel assigned to work twelve hour shifts and the Dispatch center is manned 24hrs a day.

The Dispatchers main function is to take incoming phone calls and walk in complaints for police service and dispatch patrol officers to the locations police service has been requested. Dispatchers also field all incoming phone calls directed to the C.I.D. division and other personnel within the department. The Dispatch personnel also assist the patrol division preparing paperwork for arrested individuals and handling paperwork issues involving bonding companies. They also enter citation information into the computer system so that it will be available to the municipal court system.


Support Services

Support Services consist of the Police and City Computer systems and the Police Records and is overseen by Sergeant David Steves. Sergeant Steves with the assistance of IT Tech Jason Crews maintains the police departments/city's computer systems which include all servers, desktop work stations, and in car computers. Sergeant Steves also oversees the Records department which maintains police records.

Support services also includes the Training and community support department which is overseen by Sergeant Quenton Rush. Sergeant Rush maintains all training records on police personnel and conducts continuing police education training to keep the departments officers in compliance with state mandates.
